Maintaining that he wanted the civil and defence services to be “properly rewarded”, Prime Minister Manmohan Singh today said his government was committed to redressing grievances and concerns expressed over some parts of the Sixth Pay Commission recommendations.“I would like our civil and defence services to be properly rewarded. I also believe that the tax payers will not grudge anyone of us better remuneration as long as we are serving the best interests of our people, our country most efficiently,” Singh said while addressing senior officers on Civil Services Day here today.
The pay panel’s recommendations have invited criticism from defence officers and members of the Indian Police Service (IPS). While defence officers had approached Defence Minister A K Antony with their grievances and suggestions, IPS officers have been urging Union Home Minister Shivraj Patil to have anomalies in the recommendations removed.
Pointing out that the Pay Commission was part of efforts to “redress systemic deficiencies”, the Prime Minister said that a mechanism had already been set in motion for hearing and redressing grievances. Cabinet Secretary K M Chandrasekhar is heading a high-level committee to look into the recommendations of the Sixth Pay Commission.
The Prime Minister, however, maintained that improved conditions of work “must go hand in hand with improvement in work on the ground”. He seemed to make an indirect reference to sections of officers going public with their disappointment with the pay commission report. While the government was committed to the welfare of the services, he also expected the “highest standards of discipline and decorum from our civil servants”.
He used the occasion to deliver a message to the bureaucracy — that the civil services had to be fair, honest and efficient so that public perception about the government could be changed. The poor and the under privileged complained that the government was biased against them; the business class complained that the government was “excessively intrusive and slow to act” while the middle class complained that it was “corrupt and unresponsive”, he said.
“We must introspect and recognise that there is a great deal of public dissatisfaction with the functioning of government, at all levels of government. This challenge the civil service must endeavour to address as a collective entity,” he said. He added that the government also needed to improve its “human face” as it moved away from running industries and controlling economic activity to managing public services delivery.
Calling for special attention must be paid to the needs of the poor, particularly the Scheduled Castes, Scheduled Tribes, minorities, women and children, the Prime Minister sought a “renewed commitment to placing oneself on the side of the disadvantaged in society.”
He sought the bureaucracy’s help to improve the performance of the government’s flagship programmes. The initial feedback on schemes like Bharat Nirman, National Rural Employment Guarantee Act, National Rural Health Mission and Sarva Shiksha Abhiyan were “generally positive though not uniform across states”, he pointed out.
There were areas like food distribution, nutrition and basic health services where a lot more needed to be done. “We have increased outlays, so the financial constraint has eased, but it is your managerial challenge to ensure that the outcomes are also now better than ever before,” he told the gathering.

When a government servant takes more than due to him, he is called corrupt. But when government knows the worth of services delivered by the government officer but pays very less of remuneration to him, is it not corrupt?
Hon’ble PM says reward to the employees!! You are not rewarding the employees – the very mindset is wrong. You are paying him for the services delivered by him and that too very little and unjust.
Thats really true.I agree with Ashok.The Govt is not doing any favour to anybody.Instead,they are denying the credits which an individual deserves.take the example of our soldiers.Successive pay commission overlooks the welfare of our armed forces.Forget about the rewards,they are not getting their dues.Its the armed force and their families who are suffering quietly in the hope that the next pay commission will do a better job.MY SUGGESTIONS TO THE ARMED FORCE IS”JUST RELAX”.IF THE PAKIS ARE INFILTRATING,WELCOME THEM WITH A CUP OF TEA.IF THE CHINESE ARE VENTURING INTO OUR TERRITORY,HAVE A DRINK WITH THEM.IF THE MILITANTS ARE ROAMING AROUND,GREET THEM.I MEAN… JUST RELAX…..AND SEE THE DIFFERENCE.I’M SURE BY THAT TIME,THE GOVT WILL WAKE UP.
I have to agree with Ashok re the patronizing attitude towards the defense services. Rewards and compensation cannot be used interchangably – quite likely the PM does not quite understand the difference – which is not even subtle – or has not been adequately briefed on the nuances.
I wouldn’t go as far as Dagger suggests, but you know what, when the defense services people jump ship in a major way and the turnover/deficiencies gets really alarming, the PM and DM will have to take bite the bullet. I can see it happening sooner than later.
Everywhere cost of living is very high. sixth pay commission and govt. of India are not giving importance to clerical staff who is the very very important part of in all govt. offices. Most of them are graduates, most of them are extra qualifications. But there is not proper treatment to clerical staff.
Its a letter written to Chandragupt Maurya by his Prime Advisor Chanakya and reproduced in “Kautilya” , his monumental State treatise.
He Wrote:
“The Mauryan soldier does not the Royal treasuries enrich nor the Royal granaries fill. He does not carry out trade and commerce nor produce scholars, littérateurs, artistes, artisans, sculptors, architects, craftsmen, doctors and administrators. He does not build roads and ramparts nor dig wells and reservoirs. He does not do any of this directly. The soldier only and merely ensures that the tax, tribute and revenue collectors travel forth and return safely; that the farmer tills, harvests, stores and markets his produce unafraid of pillage; that the trader, merchant and financier function and travel across the length and breadth of the realm unmolested; that the savant, sculptor, maestro and mentor create works of art, literature, philosophy and astrology in quietitude; that the architect designs and builds his Vaastus without tension; that the tutor and the priest teach and preach in peace; that the rishis meditate in wordless silence; that the doctor invents cures and medicines undisturbed; that the mason and bricklayer work unhindered; that the mother and the wife go about their chores and bring up children in harmony and tranquility; that
the cattle graze freely without being lifted or stolen. Pataliputra reposes each night in peaceful comfort, O King, secure in the belief that the distant borders of Magadha are inviolate and the interiors are safe and secure, thanks only to the Mauryan Army standing vigil with naked swords and eyes peeled for action, day and night, in weather fair and foul, all eight praharas (round the clock), quite unmindful of personal discomfort and hardship, all through the year, year after year. While the citizenry of the State contributes to see that the State prospers and flourishes, the soldier guarantees it continues to EXIST as a State! To this man, O Rajadhiraja, you owe a debt: please, therefore, see to it, suo motu, that the soldier continuously gets his dues in every form and respect, be they his needs or his wants, for he is not likely to ask for them himself. The day the soldier has to demand his dues will be a sad day for Magadha for then, on that day, you will have lost all moral sanction to be King!

Oh! 6th pay commission is coming . nice. I want to draw attention towards the Defence Personnel Desabled during the Service to the nation. They are IMB (Invalided Boarded Out of service) Much before their actural service. They sould be properly resettled firstly, which is not done. They should be paid extra pension for the purpose that they did extraordinary task to save the national prestige .
Shortly pension to the disabled soldier should be increased . And they should be settled for the next career soon in Govt. or PSU to increase morale among the common people of the nation as they are the living example for the patriotism for the nation.

when will these corrupt politicians and bureaucrats appreciate the work done by our armed forces in variou fields ranging from defending our nation to crisis management to relief operations …

I have a copy of Kautilya’s Arthasashtra in the hope i will i can read after retirment. All through nearly fourteen years i was reading books and books on tax laws to defend the Government views on tax matters. But on further promotion i was made to understand hardwork is not required though the nation needs it.The Goverment Servant is passionate about the work;the truth is administrators are passionate about what they can make out of it. After a jet lag that i was doing something big, i am made remember my family and the pay commission is the only hope that can kindle the dying passion about the pride and honour of Government job. Is there any way i can get a petty post in a political party where i can take things without anybody’s permission.
